Yes. r/vinosmart is a public subreddit. Reading is open to everyone, and posting only needs a free Reddit account.
No. Anyone who runs, manages, or works in a restaurant, cafe, or bar is welcome. Plenty of discussions are about hospitality in general, not just Vino.
It is a community space, and the Vino team reads it, but for account or billing help you will get the fastest answer through the Help Center or the contact form.
Post in whatever language you are comfortable with. English reaches the most members, but questions in any of Vino's 9 languages are welcome.
